Under the EPA’s Clean Power Plan, States are required to file their implementation plan for the Best System of Emission Reduction by September 6, 2016. Key elements of the state implementation plans, such as standards of performance, mass-based versus rate-based, and emissions trading; will have dramatic impacts on the distribution of costs and benefits among state participants. Utilities must advocate for their rate payers and shareholders by proactively evaluating the costs and benefits of various state implementation plans and prepare strategic plans for compliance.
